This is a hybrid inverted rubber (a rubber with a flat surface that makes it easy to put spin on the ball) from XIOM. Its surface has a slight tackiness (stickiness), and it is made to be easier to handle than a typical tacky rubber. It is said to make it easy to produce a high arc while keeping control.
